Workshop on Liability in Mine Action
GICHD in collaboration with the Lebanese Mine Action Centre (LMAC) will host a workshop on Liability in Mine Action in Beirut, Lebanon from 4-6 December 2019.
Liability refers to any legal responsibility, duty or obligation that a country, organisation or individual may have. In mine action, liability is understood in relation to an adverse event, such as an accident or the discovery of a missed item in an area that has been released, and normally linked to non-compliance with agreed standards or procedures (IMAS 07.11, Land Release).
Integrating liability into encompassing comprehensive and participatory Risk Management Frameworks will foster confidence in the services and products delivered by the mine action sector. The application of a comprehensive and effective risk management system should ensure that those risks associated with legal liability are maintained at a tolerable level. (IMAS 07.14, Risk Management in Mine Action).
GICHD aims to build on previous work in the field of liability in mine action, to support affected states in enhancing their Land Release operations and adopting responsive and relevant liability and risk management frameworks.

The overall objective of the workshop is to assist National Mine Action Authorities (NMAA) in developing a strong understanding of the concept of Liability and it is applications in mine action. The workshop will be tied to a series of activities on liability throughout 2019 and 2020 with the objective of assisting NMAA in addressing complex issues affecting developing and adopting relevant legislation and liability policies. This support will be linked to the wider Risk Management frameworks and approaches.
Specific Objectives of the workshop will be to:
- foster a common understanding of the concept of liability in mine action and its applications amongst relevant NMAA and stakeholders.
- analyse the implications of liability in various mine action programming scenarios and offer possible recommendations.
- offer an opportunity of exposure to successful approaches and sharing of knowledge and lessons learned amongst relevant NMAAs and stakeholders

The workshop will last for 3 days. Arrival date will be on 3rd of December and departure 6th/7th December after the workshop based on available connections.
The workshop aims to allow NMAAs to share their approaches, policies and procedures on liability. During the workshop, GICHD will share an overview of theoretical concepts related to liability in its legal and civil aspects. Participants will also engage in group works and discussions on planning, setting up and implementing Liability Policies (LPs) in their countries. The workshop will be a forum to introduce and discuss examples from representative countries, as well as from other countries that had successful Liability and Residual Risk Management frameworks globally.
The participatory exercises and sharing of knowledge and practices across different countries will support participants in proposing solutions to the gaps identified their programs. Following the workshop, NMAAs and participants will have the opportunity to follow-up with GICHD on the support required in countries in the future for developing liability policies.

The workshop targets participants globally with a focus on NMAAs. To enable a diversified pool of participants, GICHD will select a maximum of 2-3 participants from each country, depending on the number of people applying. So, NMAAs and the implementing organisations are encouraged to coordinate their applications.
Participants profile include:
- Representatives from National Mine Action Authorities with higher-level responsibility including those who are involved in developing national standards, circulars and decrees and who have broader responsibility for the implementation of the national standards and liability policies;
- International and national advisers with responsibility for national programme and projects management and for those with specific LPs support responsibilities at the national/programme level;
- National staff who implement the LPs at the project management unit (PMU) and field levels; and
- Other international NGO and commercial mine action organisation staff with an interest in reviewing the extent of their ‘in house’ liability policy compliance.
Note:
- All applicants must have a valid passport until July 2020.

LMAC will support all applicants in the process of obtaining entry visas to Lebanon and will bear the cost of visa applications. Applicants must have a valid passport, at least till July 2020 at the time of their applications and a copy of the same will be asked in case the applicant is selected.
Applicants must have travel insurance before departing to Lebanon.
The GICHD in collaboration with LMAC will provide necessary administration and logistic support for all the confirmed participants, including the visa application support.
GICHD will cover the cost of the workshop, including the accommodation in Lebanon for the dates of the workshop for all participants, meals and refreshers and course materials.
A number of sponsorships for flight costs will be provided. Priority will be given to members of the NMAAs and national organisations. Participants who require sponsorship must indicate this in their applications and provide a justification for their request.
