Regional Workshop on Quality Management Systems in South East Asia
Setting up Quality Management Systems (QMS) in Mine Action is a requirement to ensure the effectiveness and efficiency of mine action programs and secure the confidence of various stakeholders including communities, beneficiaries and donors in the quality of Mine Action services, products and processes produced and implemented.
A number of interrelated International Mine Action Standards (IMAS), drawing on the principles and requirements of ISO standards, are designed to support National Mine Action Authorities (NMAA) in developing their national standards, and devising reliable QMS, that encompassed all aspects of their mine action programs.
In South East Asia, NMAAs have been successful in setting up and implementing QMS. Yet, with the sizable contamination profile across the region, drawing on lessons learned, sharing experiences across countries, and revisiting the IMAS requirements for improvement is planned to support the enhancement of QMS in affected countries. Increasing operational efficiency to meet the increasing Land Release demands is anchored on strong, adaptable and responsive QMS. NMAA are also more capable of developing effective liability and risk management frameworks when fit-for-purpose QMS are developed in their programs.

To provide a higher-level support to national authorities, their advisers and others responsible for QM in mine action, in designing, developing and enhancing their QM systems in line with the requirements and guidance provided in relevant IMAS. Specifically, the workshop will provide an opportunity for programme and quality managers to:
+ Review the current status of their QMS against the guidelines and requirements set out in IMAS 07.12 and 07.40;
+ Revisit the main principles associated with an IMAS-compliant QMS and its links to ISO 9001;
+ Conduct a facilitated IMAS compliance self-assessment of participant QM systems; and
+ Develop an IMAS-compliance action plan to support further enhancement and development of QM systems within their programs.

The workshop will last for 2.5 days. Arrival date will be on 3rd September and departure starting 6th of September after the workshop on the following day based on available connections.
The GICHD facilitation team will include the consultant who drafted IMAS 07.12 and 07.40 and advised the IMAS Review Board on its adoption.
Over the course of the workshop, participants will receive refresher updates on QM principles, applications and interrelations between elements of the IMAS system and the ISO Quality Management System. Participants will also engage in group works and discussions on planning, setting up and implementing QMS in their countries. The GICHD’s facilitator will support the participants in drafting and conducting QMS-Specific Self assessments of their operations, and recommendations to be incorporated into proposed work-plans to their NMAAs. The participatory exercises and sharing of knowledge and practices across different countries will support participants in proposing solutions to the gaps identified their programs.
On the last day of the workshop, participants will have the opportunity for country-specific consultation with GICHD to discuss issues pertaining their QMS development.

The workshop targets participants from South East Asia (Vietnam, Cambodia, Lao People's Democratic Republic).
Participants profile include:
+ National staff with higher level responsibility including those who are involved in developing national standards, circulars and decrees and who have broader responsibility for the implementation of the national QMS;
+ International advisers with responsibility for national programme and project support and for those with specific QMS support responsibilities at the national/programme level;
+ National staff who implement the QMS at the project management unit (PMU) and field levels; and
+ Other international NGO and commercial mine action organisation staff with an interest in reviewing the extent of their ‘in house’ QMS IMAS compliance.
Participants must attach to their application a support letter from the Directors of their programmes endorsing their participation together with a Curriculum Vitea.
Please note: Participants must have a good command of English as no interpretation services are provided.

The GICHD will provide necessary administration and logistic support for all the confirmed participants.
Participants are responsible to apply for their own visa. The GICHD can support the visa application process if needed.
GICHD will cover the cost of the workshop, including the accommodation in Vietnam from 3-6 September 2019 for all participants, meals and refreshers and course materials.
A number of sponsorships for flight costs will be provided. Priority will be given to members of the NMAAs and national organisations. Participants who require sponsorship must indicate this in their applications.
